Economic Development – Communications - Legislative Officer
The Town of Valleyview, a small yet robust and active community, is seeking an individual to fill the fulltime position as an Economic Development – Communications – Legislative Officer.
Located at the heart of the CANAMEX Corridor of Highway’s 43 & 49 – two major highways that links Alberta to both the Alaska and Mackenzie Highway’s, the Town of Valleyview (Town) is a strategically located regional service, supply, and retail center with a stable, long-term population. The Town is home-base for the Municipal District of Greenview, one of the largest municipalities in Alberta and, with the Sturgeon Lake Cree Nation as our closest neighbor, we mutually support and grow our economy, medical and emergency services, tourism and recreational statuses, educational needs, and private enterprises. The Town not only wants to maintain it current regional service status but also wants to grow and develop as a community through information sharing, referral analysis, stakeholder consultations, negotiation alternatives, and regulation compliance – important for business establishment within the Town and the surrounding area and for keeping good neighborly relationships.
Seeking the right candidate as the Town’s Economic Development – Communications – Legislative Officer means finding the best person-position ‘fit’ – the candidate who meets the requirements of the position as a whole, and ideally, the successful candidate shall:

•Have an aptitude for municipal bylaws and legislative policies and processes.
Reporting to the Town’s Chief Administrative Officer (CAO), the Economic Development – Communications – Legislative Officer will be responsible for, but not limited to:
•Act as the Town’s Development Authority;
•Utilize the Town’s Land Use Bylaw to assist in the process and facilitation of decisions regarding development applications;
•Cultivate and maintain positive relationships with various stakeholders, both internal and external, on an ongoing basis:
1.Implement strategies to enhance engagement and supports the Town’s mission;
2. Prepare educational, publicity, and information programs, materials, and sessions;
•Act as the Town’s spokesperson:
1. Answer written and oral inquiries;
2. Initiate and maintain contact with the media;
3. Gather, research, and prepare communications material;
. Communicate and respond to inquiries from the public, entrepreneurs, developers, engineers, and all other agents relating to business, planning, and economic development:
•Develop, implement, and evaluate economic development and communication plans and strategies that align with the Town’s strategic goals and objectives:
1.Conduct research and develop marketing strategies that promote industrial and commercial business growth;
2. Prepare brochures, reports, newsletters, and other material to support marketing and promote the Town and surrounding area;
•Oversee and enhance the Town’s digital presence, including website content, social media channels, and other online platforms by:
1.Ensure consistent branding across all communication materials;
2.Maintain a strong and cohesive brand identity;
•Prepare reports, briefs, bibliographies, speeches, presentations, Website content and press releases, as required;
•Communicate and present to Council at regular meetings of Council, both written and verbal, on an as required basis;
•Administer bylaw and legislation:
1.Build to have extensive knowledge of the Town’s Land Use Bylaw, Community Standards Bylaw, and the Municipal Government Act in relations to infractions and non-compliance situations;
2.Lead the management of bylaw complaints through investigation, policy, and procedures, with the aim of providing prompt equitable resolution; and
•Handle other duties as assigned or created to this position.
The Town’s Economic Development – Communications – Legislative Officer would have a balance of knowledge, skills, and personal attributes in the following areas:
•Degree, certification, and or related experience or education in areas such as: Economic Development, Land-Use Planning, Communications, Municipal Bylaw and Legislation, Marketing, Digital Media, Public Relations, and or other related fields;
•Budgetary, project / fiscal management, stakeholder relations, and engagement skills;
•Knowledge of Municipal Government Act and related legislation;
•Applied public / media relations, customer service, public engagement / presentation, interpersonal, marketing, and communication skills;
•Applied promotion, branding, publication development, special events planning, and crisis communications skills;
•Ability to build collaborative working relationships in a team environment involving many internal and external stakeholders;
•Creative thinker and innovator;
•Problem-solver, critical thinker, and conflict management skills;
•Well-developed written / verbal communications skills;
•Organizational skills with the ability to meet deadlines;
•Ability to maintain tact, discretion, dignity, and respect in handling matters of a confidential and or of a highly sensitive nature maintaining confidentiality;
•Proficient computer skills: understand MS Office products (Word, Excel, PowerPoint, Outlook, Publisher);
•Understanding of Artificial Intelligence (AI) tools (an innovative talent);
•Valid Class 5 Driver’s License.
The successful candidate will be required to provide a criminal record check with vulnerability sector and a driver’s abstract.
